Minutes April 2026

A meeting of Dunholme Parish Council took place on Monday 13th April 2026 in the Jubilee Room of the Village Hall.

26/04/01      Chairman’s remarks

                         Welcome to the meeting.

26/04/02      To receive apologies and reasons for absence

Proposed Cllr Mrs Forrester, seconded Cllr Cutter nd agreed by all to accept apologies and reasons for absence from Cllr Ms Keetley.     

26/04/03      Disclosure of pecuniary interests

26/04/04       Notes of the meeting held on Monday 2nd March 2026 to be approved and signed as minutes           

Proposed Cllr Mrs Forrester, seconded Cllr Ms Guest and agreed by all to approve the notes of the last meeting as a true record of events, subject to the below amendments:-    
    - Minutes dates should read January and February
                              - Removed highlighted cell on table
                              - 6b - water meter not meeting
                              - 6c - change meeting to site visit

26/04/05       Accounts and Finance

                     a) To approve the current financial statement to 31.03.2026

Proposed Cllr Ms Guest, seconded Cllr Mrs Forrester and agreed by all to accept the financial statement to 31.03.2026.

                     b) To approve the payment of accounts

      Proposed Cllr Ms Guest, seconded Cllr Mrs Forrester and agreed by all to make the following payments:-

26/04/06    Parish Council Building and Assets:-

                 a) To receive an update on the village hall and Bowls Club improvement progress, including the leaking roof maintenance

No further update – the roof leak has been fixed.

                 b) To receive an update and take any necessary action regarding the allotment and bike track site project, including agreeing to become a member and installing a water source

Proposed Cllr Ms Guest, seconded Cllr Mrs Forrester and agreed by all to make a payment of £85 to the National Allotment Society Subscription.  This will be of great benefit to the Council in setting tenants agreements etc.

Proposed Cllr Pache, seconded Cllr Ms Guest and agreed by all to name the site “Sheepwash Hill” in relation to the history of the named site from old times in the village.

It was agreed to design a form for residents to complete for expression of interests for when this project has been finished.

Proposed Cllr Pache, seconded Cllr Ms Guest and agreed by all to ask AKO Maintenance to install 2 wooden gates at the “entrances” to the site to ensure it is kept secure.  A budget of £300 was set.

Proposed Cllr Ms Guest, seconded Cllr Firth and agreed by all to pay £495.60 for the installation of a water source from Anglian Water.

The Parish Council have received confirmation that seating can been installed in the area as long as an excavator can fit to the rear or between the seats and that they are 8 metres away from the beck.

                     c) To receive and decide upon designs and quotes for history plaque at Manor Way pond

Proposed Cllr Pache, seconded Cllr Mrs Forrester and agreed by all to accept a quote for a one leg lectern with printed aluminium sign from The Sign Maker for £462.80

AKO Maintenance will be asked to install this in a concrete base to ensure security.

                    d) To discuss ways in which to improve engagement with residents using village notice board

The Clerk will add more Parish Council relevant information to both noticeboards within the village.

                    e) To discuss and take any necessary action regarding applying for bus shelter funding – location and design

The Clerk will contact Welton Parish Council to see where they purchased their bus shelter for opposite their Parish Council office.

Once known, quotes will be obtained and a funding application form completed for the below locations:-

Honeyholes Lane – direction to Welton
Oak Avenue – direction to Lincoln

26/04/07     To discuss and make any comments on planning applications received: -

WL/2026/00209 – Land of Honeyholes Lane - Planning application to erect 63no. dwellings and construction of a vehicular access, new estate roads and drainage infrastructure - The Parish Council have concerns the increasing volume and weight of traffic using the country lane. This road has not been upgraded in living memory and remains unsuitable for the level of use it is currently experiencing.

The cumulative impact of new residential development, together with the presence of several industrial operations located along the lane, has resulted in a substantial rise in all categories of traffic. This includes a significant number of HGVs and associated commercial vehicles travelling in both directions on a daily basis.

In light of these circumstances, it would be appropriate for the Parish Council to record its genuine concerns regarding the adequacy of the existing infrastructure and the long‑term implications for road safety, maintenance, and overall suitability of the lane for such intensive use.

26/04/08     To receive an update regarding sustainability within the village

30 trees were planted by a team of 8 volunteers, plus two helpers from Lincolnshire Coop on Friday March 3rd.    The holes were dug by AKO.

       All saplings/whips have been staked and protected by plastic mesh guards.  

Arborez subsequently delivered a large load of woodchip free of charge.  This has been applied as a mulch round each tree.  ​

Both Welton News and Townlands magazines published an article publicising the Orchard planting

All trees seem to be doing well and are beginning to come into leaf; they have been watered twice a week by carrying buckets from the beck. 

Several local people have come forward offering to help with maintenance.  I’m in the process of setting up a rota for watering and mulching/keeping weeds down.

26/04/09      Village Maintenance

                   a) To discuss and take any necessary action regarding village maintenance needed around the village

                   b) To receive and decide upon quotes regarding the installation of new disabled spaces at the village hall and approve the purchase of new blue badge holders only signs

2 quotes have been received – it was agreed by all to resolve between meetings once a third quote has been received.

Proposed Cllr Mrs Forrester, seconded Cllr Ms Guest and agreed by all to purchase 1 wall mounted and 1 post-mounted sign at a cost of £79.78 (plus delivery).
