January 2026 Minutes

A meeting of Dunholme Parish Council took place on Monday 5th January 2026 in the Jubilee Room of the Village Hall.

Present:    Cllrs A Pache (Chair), P Cutter, P Firth, Mrs C Forrester and Ms J Guest

26/01/01     Chairman’s remarks

  The Chair welcomed everyone to the first meeting of 2026.  The Christmas events of 2025 were well received by the residents of the village.

26/01/02     To receive apologies and reasons for absence

  Proposed Cllr Mrs Forrester, seconded Cllr Ms Guest and agreed by all to accept apologies and reasons for absence from Cllr Mrs Keetley. 

 The Clerk advised the Council that Cllr Seal has not attended meetings or given apologies for 6 months and WLDC can now be informed.

26/01/03     Disclosure of pecuniary interests

  None received

26/01/04     Notes of the meeting held on Monday 1st December 2025 to be approved and signed as minutes

Proposed Cllr Ms Guest, seconded Cllr Cutter and agreed by all to approve the notes of the last meeting as a true record of events.   

26/01/05    Accounts and Finance

                 a) To approve the draft budget for 2026-27, including the precept figure and completing the necessary paperwork for submission to WLDC

  Proposed Cllr Cutter, seconded Cllr Ms Guest and agreed by all to approve the draft budget for 2026-27 and request a final precept figure of £57,511.08

                 b) To approve the current financial statement

Proposed Cllr Ms Guest, seconded Cllr Mrs Forrester and agreed by all to approve the current financial statement at 30th November 2025.  The bank balance at 30.11.2025 is £172,227.52

                 c) To approve the payment of accounts

Proposed Cllr Cutter, seconded Cllr Firth and agreed by all to make the following payments:

26/01/06   Parish Council Building and Assets:-

                a) To receive an update on the village hall and Bowls Club improvement progress

No current actions are required – The Council are awaiting confirmation on the Net Gains survey previously requested and where/when new trees can be planted in the village.

                b) To discuss and take any necessary action regarding a request for an extension to the outdoor bowls club toilet block

No further action is required as this has been agreed at a previous meeting.

                c) To discuss and take any necessary action regarding the placement of the Duckingham Palace sign for the duck house on the Manor Farm pond

Proposed Cllr Ms Guest, seconded Cllr Mrs Forrester and agreed by all to place the new name sign on the duck house before placing it back in the water.

               d) To retrospectively approve a quote for repairs to the roof of the Dunholme Indoor Bowls Club, following emergency repair works to a leak

J.D. Refurbishments had been unable to attend as an emergency appointment and therefore Cllr Pache and Mr Forman investigated the leak.  Proposed Cllr Cutter, seconded Cllr Ms Guest and agreed by all to approve payment for materials of £28.28 to Cllr Pache.

26/01/07   To discuss and make any comments on planning applications received:-

WL/2025/01222 – 7 Ashing Lane - Planning application for 1no. replacement dwelling – No comments to make.

26/01/08    To receive an update regarding sustainability within the village

                           Cllr Ms Guest advised the Council:-

- The orchard supplier has now approved the new orchard on the green space at the rear of the Manor Farm estate.  The Council are awaiting details of next steps.  

- A litter pick is due to take place in Welton at the weekend – dependant on the number of volunteers the litter pick may be extended to Dunholme.

26/01/09    Village Maintenance

                a) To discuss and take any necessary action regarding village maintenance needed around the village

The Clerk will request a new grit bin from Highways to place near the village hall car park.  If they cannot provide one, the Clerk will purchase a new bin.

The Clerk has requested a meeting with Highways to discuss the churned-up grass opposite St Chads Primary School.

The Clerk will contact the Public Footpath team to see what action is required to move the public footpath from Market Rasen Road land, closer to the Beck.

The Clerk will contact Nettleham Parish Council for contact details of the person who dealt with their allotments and Cherry Willingham Parish Council for contact details of who project managed their bike track.
