October 2025 Minutes
A meeting of Dunholme Parish Council took place on Monday 6th October 2025 in the Jubilee Room of the Village Hall.
Present: Cllr A Pache (Chair), P Firth, Mrs C Forrester, Ms J Guest and Ms S Keetley.

25/10/01 Chairman’s remarks
Welcome to the meeting.
25/10/02 To receive apologies and reasons for absence
Proposed Cllr Ms Forrester, seconded Cllr Ms Guest and agreed by all to accept apologies and reasons for absence from Cllr Cutter.
25/10/03 Disclosure of pecuniary interests
None
25/10/04 Notes of the meeting held on Tuesday 9th September 2025 to be approved and signed as minutes
Proposed Cllr Ms Guest, seconded Cllr Pache and agreed by all to approve the notes of the last meeting as a true record of events.
25/10/05 Accounts and Finance
a) To discuss and take any necessary action regarding the setting of the 2026-27 draft budget
Cllr Ms Keetley and Mrs Forrester requested an extra ring fenced reserve towards the sensory garden in the Honeyholes Lane play area.They will let the Clerk know the requested amount to add onto the draft budget.
b) To receive the external auditors report and take any necessary action regarding the 2024/25 AGAR
The Clerk explained the outcome of the external audit and actions to be taken:-
- The Clerk will ensure the draft budget is agreed (previously minuted as the draft precept) and minuted as that, not draft precept.
- The Clerk will add the asset register onto the monthly accounts circulation document to ensure that all assets are included and checked by Councillors. Dates will also be added to the register to show when assets have been purchased and sold. This ensures that all assets are included on the asset.
- The audit notice next year needs to ensure it is dated and publicised at least one day before the rights to view start.
c) To agree an additional budget for the purchase of bulbs in the village
d) To approve the current financial statement
The current financial statement was circulated prior to the meeting to Councillors and agreed by all.
The bank statement at 06.10.2025 is £172,762.73
e) To approve the payment of accounts
Proposed Cllr Ms Guest, seconded Cllr Mrs Forrester and agreed by all to make the following payments:-
25/10/06 Parish Council Building and Assets:-
a) To receive an update on the village hall and Bowls Club improvement progress
Awaiting an update on if any further reports are needed to go ahead with the planning application.
b) To discuss and take any necessary action regarding a proposal for a Padel Court at the rear of the village hall
The tennis academy have commissioned a survey on the land behind the village hall to see if the field can accommodate a football pitch and 2 padel courts.
c) To discuss and take any necessary action regarding funding for the sensory garden on Honeyholes Lane play area
The Clerk will work with Cllrs Mrs Forrester and Ms Keetley to compete a funding application form for funding towards the cost of the sensory garden.
d) To receive the annual play area inspections and take any necessary action
Proposed Cllr Mrs Forrester, seconded Cllr Ms Keetley and agreed by all to undertake the following priorities:-
- Obtain a quote for the replacement of seats and chains of the 10 swings on Allwood Road and Kennington Close – 6 normal seats and 4 toddler cradle seats.
- Obtain a quote for a replacement of the seesaw seats on Allwood Road.
25/10/07 To discuss and make any comments on planning applications received
WL/2025/00720 – 2 Wentworth Drive - Planning application for erection of single storey rear extension and an outbuilding toward north of the site – No comments to submit.
25/10/08 To discuss and take any necessary action regarding the annual Christmas events
Proposed Cllr Mrs Forrester, seconded Cllr Ms Keetley and agreed by all to undertake the following:-
- The Clerk will arrange to purchase a Christmas tree for delivery the before the event – this was agreed under Section 137 payments
- Christmas market – 22nd November 2025, 1-4pm
- Tree lighting – 6.30pm carols, 7pm light switch on
- The Clerk will purchase A2 posters to advertise the events and print off A4 posters.
25/10/09 To discuss and take any necessary action regarding advertising Councillor vacancies
Proposed Cllr Mrs Guest, seconded Cllr Pache and agreed by all to undertake a leaflet drop in the village in the new year if no new Councillors have been co opted.
The Clerk will add an A4 poster to all public places and social media to try and encourage people to join us.
Cllr Mrs Guest will put together some sample wording/leaflets.
25/10/10 To receive an update regarding sustainability within the village
Cllr Mrs Guest provided the below update:-
- Bulbs - Cllrs Mrs Guest and Pache are going to attempt to plant some bulbs to ensure the ground is not too hard.
- Orchard - The surveyor is coming to view the siting on 22nd October.
- Hedging - The new hedging is due to be delivered in November for planting early in the new year.
25/10/11 Village Maintenance
a) To discuss and take any necessary action regarding village maintenance needed around the village
The gate at the rear of Manor Farm estate requires maintenance.
2 emails received regarding tree ot on Parish Council land – the Clerk will reply to request they contact land owner.
b) To discuss and take any necessary action regarding maintenance due to the duck house on Manor Estate
Cllr Pache is looking into replacement floats for the duck house.
