November 2025 Minutes

A meeting of Dunholme Parish Council took place on Monday 3rd November 2025 in the Jubilee Room of the Village Hall.

Present:           Cllr A Pache (Chair), P Cutter, Mrs C Forrester, P Frith, Ms J Guest and Ms S Keetley

25/11/01         Chairman’s remarks

  A Christmas tree has been picked for the village and is due to be delivered in time for the Christmas fayre and carols.

25/11/02         To receive apologies and reasons for absence

                          None received

25/11/03         Disclosure of pecuniary interests

                          None declared

25/11/04          Notes of the meeting held on Monday 6th October 2025 to be approved and signed as minutes

   Proposed Cllr Ms Guest , seconded Cllr Frith and agreed by all to approve the notes of the last meeting and sign as a true record of events.

25/11/05          Accounts and Finance

                    a) To agree 2026-27 draft budget and precept request

 Proposed Cllr Ms Keetley, seconded Cllr Mrs Forrester and agreed by all to approve the 2026-27 draft budget and precept figure.

 £5,000 on the sensory garden

£5,000 on the allotments

                   b) To approve the purchase of a Sound System for Parish Council events

Proposed Cllr Ms Guest, seconded Cllr Cutter and agreed by all to pay half of the cost of a sound system at the cost of £167.35.The PA system will be added to the Parish Council asset register.

                   c) To agree to payment for the LALC internal audit scheme for 2025-26

Proposed Cllr Ms Guest, seconded Cllr Frith and agreed by all to instruct LALC to undertake the internal audit for 2025-26.

                  d) To approve the current financial statement

                  e) To approve the payment of accounts

Proposed Cllr Mrs Forrester, seconded Cllr Ms Guest and agreed by all to make the following payments:-

25/11/06       Parish Council Building and Assets:-

               a)  To receive an update on the village hall and Bowls Club improvement progress

No action currently required

              b)  To discuss and take any necessary action regarding purchase of land on Market Rasen Rd

The PWLB is due to be paid into the Parish Council bank account on 6th November 2025.

The Clerk has requested the final documentation been sent to her by the Solicitor intime for the December meeting.

             c)  To approve and sign the reviewed Dunholme Indoor Bowls Club lease review

Deferred to December meeting

            d)  To discuss and take any necessary action regarding a proposal for a Padel Court at the rear of the village hall       

The football club have been contacted regarding the new dimensions of the pitch following the survey should this initiative go ahead.  The Parish Council are awaiting their comments before making any further decisions or actions are taken.

25/11/07      To discuss and make any comments on planning applications received:-

WL/2025/01022 – 30 Nursey Close, Dunholme – Planning application for first floor rear extension – No comments to submit.

25/11/08      To discuss and take any necessary action regarding the annual Christmas events

The Christmas tree has been ordered and is due to be delivered the week before the lighting.  Posters have been ordered.

25/11/09      To receive an update regarding sustainability within the village

                      The extra hedging is due to be delivered this week.

                       240 bulbs have been planted along Scothern Lane.

The village orchard at the end of Manor Farm estate has been approved. – 30 trees are going to be donated and planted to be used by the village residents.  The Clerk will undertake a check on Land Registry to ensure there are no underground drains etc – costs associated to this were approved to ensure the initiative can go ahead.  The Clerk will contact the school to see if they would like to be involved in naming the orchard/meadow.

25/11/10    Village Maintenance

                    a) To discuss and take any necessary action regarding village maintenance needed around the village

  • An information board will be researched for the pond on Manor Farm to detail its history, details on the newts and information on how the name for the duck house was made up.
  • Plastic from the dome needs to be picked up by LTA.
  • The gate leading into the green space at the rear of Manor Farm estate and from Manor Way to the A46 has rotted away at the bottom – the Clerk will contact Highways to request they replace them.
  • The fencing along the entrance to William Farr is falling down – the Clerk will check on  Land Registry to see who owns the road to see who would be responsible for its replacement.
  • Cllr Cutter has agreed paint the railings outside the church in Spring.
  • Painting of the sports units will be looked into for Spring.
  • The old village hall sign needs to be removed as the writing is peeling off.
  • Charging and relocating of the speed signs needs to be looked into – can they be made solar powered?
  • A new pooh bin in needed at the end of Honeyholes Lane on the triangle.

     b) To discuss and take any necessary action regarding the 2026-27 grass cutting and village maintenance contracts

Council agreed to obtains a quote for December meeting.

    c) To discuss and take any necessary action regarding parking on public green spaces      

The Clerk will contact Highways to see if the Council are able to put rocks around the triangle at the end of Honeyholes Lane to prevent people driving over the land.
