September 2025 Minutes

A Meeting of Dunholme Parish Council was held on Tuesday 9th September 2025 at 7:30pm in the Jubilee Room of the Village Hall.

25/09/01        Chairman’s remarks

 The Chairman thanked people are attending.  He noted that himself and Cllrs Ms Keetley and Mrs Forrester attended the WLDC meeting last night where the Dunholme Neighbourhood Plan Review plan was officially adopted.

25/09/02        To receive apologies and reasons for absence

  Proposed Cllr Ms Guest, seconded Cllr Cutter and agreed by all to accept apologies and reasons for absence from Cllrs Ms Keetley, Mrs Forrester and Cllr Firth.

25/09/03        Disclosure of pecuniary interests

                           None declared

25/09/04        Notes of the meeting held on Monday 11th August 2025 to be approved and signed as minutes

  Proposed Cllr Cutter, seconded Cllr Ms Guest and agreed by all to approve the minutes of the last meeting as a true record of events.

25/09/05        Accounts and Finance

                        a) To discuss and take any necessary action regarding the setting of the 2026-27 draft budget

Councillors were asked to forward any project costings to the Clerk before 30 September 2025 if they would like them including in the 2026-27 draft budget.

                       b) To approve the current financial statement

This was defered to the next meeting due to an error on the date of the bank statement received.

                      c) To approve the payment of accounts

Proposed Cllr Cutter, seconded Cllr Ms Guest and agreed by all to make the following payments:-

25/09/06      Parish Council Building and Assets:-

                     a) To receive an update on the village hall and Bowls Club improvement progress

The Council have been notified that a bat survey may need to be completed prior to the planning application being submitted.  This is currently being investigated if needed and associated costs.

                    b) To receive and decide upon a quote for maintenance required to play area matting

Proposed Cllrs Ms Guest, seconded Cllr Cutter and agreed by all to accept a quote from AKO Maintenance for £2050 to maintain the ground area and install new fencing where necessary.

                   c) To receive the annual play area inspections and take any necessary action

This was deferred to a future meeting when a member of the play area working group will be present and after the site meeting with Wicksteed has taken place.

                   d) To discuss and take any necessary action regarding the addition of an overage agreement in the purchase of land on Market Rasen Road

Proposed Cllr Pache, seconded Cllr Cutter and agreed by all to agree to include an overage clause in the purchase of the land for Market Rasen Road should the Council look to sell the land for commercial, property purposes or structures other than garden sheds

25/09/07     Policies and Governance

                   To receive an update on the Neighbourhood Plan referendum and next steps

Cllrs Pache, Ms Keetley and Mrs Forrester attended the WLDC meeting last night where the Dunholme Neighbourhood Plan Review plan was officially approved and adopted.                         

25/09/08     To discuss and make any comments on planning applications received

                         None received

25/09/09     To discuss and take any necessary action regarding the purchase and installation of a village flag pole

                         Deferred to a future meeting early in 2026

25/09/10     To receive an update regarding sustainability within the village

                    -   A date for the village litter pick has not yet been agreed.

                    -   A budget of £100 was set to purchase bulbs for the hedgerow along Scothern Lane.

                    -   An application is in progress for a funded Orchard at the rear on Manor Farm estate.

25/09/11     Village Maintenance

                   a)   To discuss and take any necessary action regarding village maintenance needed around the village

-  a new sign needs to be purchased for the Honeyholes Lane play area with contact details on etc as sited on the other 2 play areas.  

-  The Clerk will contact the owners of the equipment currently sited on Monckton Way and request they remove to their own boundary.
